Carroll County commissioners will vote on the 2019-2020 budget and tax rate at the Aug. 12 Carroll County Legislative Body meeting.
No tax rate increase is proposed for this fiscal year. The total property tax rate is $1.5519 per $100 of assessed property. The tax rate is broken down in this manner:
General - $1.1219
Solid Waste - .0900
Highway - .0800
School Transportation - .1400
Gen. Debt Service - .1200

The General Fund tax rate of $1.1219 will finance General Fund expenditures of $11,991,102.
The remaining expenditures include: Solid Waste/Sanitation, $1,688,255; Drug Control, $119,832; Highway/Public Works, Highway/Public Works, $4,375,746; General Purpose School, $2,600,055; School Transportation, $1,649,057 and General Debt Service, $639,425.
The Sheriff’s Department budget of $2,324,808 and the jail’s budget of $2,654,889 are the largest two expenditures in the General Fund.
There is a resolution to be passed that makes appropriations to non-profit organizations each year. This time the total amount is $49,000. The organizations which will receive these funds include: Rescue Squad, $3,000; Gordon Browning Museum, $5,000; McKenzie Memorial Library, $6,000; Carl Perkins Center for the Prevention of Child Abuse, $25,000; Tennessee Rehab Center, $50; McKenzie Senior Citizens, $200; and Carroll County Shooting Sports Park, $10,000.
Other resolutions to come before the Legislative Body include:
•A resolution to transfer $2,703.43 in insurance money received for damage done to a Sherriff’s Department vehicle (a 2018 Ford Interceptor) back in July.
•A resolution to transfer $3,870.72 in insurance money received for damage done to a Sheriff’s Department vehicle (a 2015 Ford Explorer) back in July.
•A resolution to appoint David Hale to the Carroll County Electric Board with term ending July 2023.
•A resolution to enter into an agreement with the Hollow Rock-Bruceton Special School District in order to provide a school resource officer (SRO) for that school district under the oversight of Sheriff Andy Dickson.
•A resolution authorizing the issuance of up to $212,000 in capital outlay notes in order to fund public works projects and equipment purchases in the Highway Department. The purchases would include two new tractors and two boom mowers
•A resolution authorizing the use of purchasing (credit) cards by the Sheriff’s Department for small purchases in order to increase efficiency and cost effectiveness. As stated in the resolution, four fuel cards will be issued for deputies to use when traveling outside Carroll County, two Elan Visa business cards will be issued to the sheriff and Chief Deputy David Bunn with a $600 combined credit limit for out-of-county travel, two Carroll Bank & Trust Visa business cards with a credit limit of $5,000 each with be issued to the sheriff and Bunn, and one Tractor Supply card with a $100 limit will be used to purchase dog food and other supplies as needed.
