It appearing to the Court from the allegations of the Petition to Adjudicate Dependency and Neglect, to Transfer Temporary Legal Custody, that by Order entered the 30th day of July 2024, that the whereabouts of Jessica Winter are unknown and cannot be ascertained by diligent search; therefore, the ordinary process of law cannot be served upon Jessica Winter.  

It is, therefore, ORDERED that Jessica Winter be served by publication of the following notice for four consecutive weeks in the Carroll County News Leader, a newspaper published in Carroll County, Tennessee.  

It is further ORDERED that if Jessica Winter does not enter an appearance or otherwise Answer the Petition, further personal service or service by further publication shall be dispensed with and service of any future notices, motions, orders or other legal documents in this matter may be made upon Jessica Winter by filing same with the Juvenile Court Clerk of Carroll County, Tennessee.

State of Tennessee, Department of Children’s Services, has filed a petition against Jessica Winter seeking to adjudicate dependency and neglect.  It appears that ordinary process of law cannot be served upon Jessica Winter because her whereabouts are unknown.  Jessica Winter is hereby ORDERED TO APPEAR IN THE CARROLL COUNTY JUVENILE COURT IN HUNTINGDON, TENNESSEE ON OCTOBER 3, 2024, AT 9:00 A.M., to defend the allegations or a default judgement shall be taken against you.  You may view and obtain a copy of the Petition and any other subsequently filed legal documents at the Carroll County Juvenile Court Clerk’s Office in Huntingdon, Tennessee.

Notice is hereby given that on the 13TH day of AUGUST, 2024, Letters Testamentary, of Administration, in respect to the Estate of CHARLES EDDIE YOUNG deceased, who died FEBRUARY 7TH, 2024, were issued to the undersigned by the Chancery Court Clerk and Master of Carroll County, Tennessee. All persons, resident and non-resident, having claims, matured or unmatured, against the Estate are required to file the same with the Clerk of the above-named Court on or before the earlier of the dates prescribed in (1) or (2) otherwise their claims will be forever barred:

WASTEWATER SYSTEM IMPROVEMENTS

HUNTINGDON, TENNESSEE

Separate sealed BIDS for the construction of ARPA Lagoon Rehabilitation for the Town of Huntingdon will be received at the Town of Huntingdon, 19810 East Main Street, Huntingdon, Tennessee 38344 until 10:00 A.M. Local Time, Thursday, September 19, 2024.  Bids being mailed should be sent to Nina Smothers, Mayor, Town of Huntingdon, 19810 East Main Street, Huntingdon, Tennessee 38344, and the bidder shall be responsible for timely delivery.

The work involved is in one (1) contract composed of two scopes of work and consists of the following generally described work:

CONTRACT 23-01

ARPA LAGOON REHABILITATION

Scope “A” funded by non-competitive ARPA grant

Replacement of Highway 22 Lagoon Aeration

Replacement of Barnett Street Lagoon Aeration

Scope “B” funded by competitive ARPA grant

The allotted time for construction of Contract 23-01 is 210 calendar days; liquidated damages for non-completion are $500 per calendar day.

Each potential bidder shall include with his payment his contractor's license number, bonding limit and license expiration date. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders.

All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. 

Each bidder shall write on the outside of the envelope containing his bid his contractor's license number, the expiration date, and that part of the classification applying to this bid.  If this is not done, the bid will not be opened.

All bidders shall comply with all provisions of TCA 50-9-113 as it relates to Drug-Free Workplace requirements.  The Contractor shall complete the Drug-Free Work Place Affidavit of the Prime Bidder form and submit it with his/her bid.  The Contractor shall be responsible for any of its Subcontractor(s) compliance with said law.

This project is being supported with Treasury, Coronavirus State and Local Recovery Fund grant funding.  Therefore, certain restrictions and other federal requirements attach to this opportunity.

All bidders shall comply with all provisions of Chapter 878 of TCA 12-4-1 as it relates to certification of compliance regarding illegal immigrants.  The Contractor shall complete the Statement of Compliance Certificate Illegal Immigrants and submit it with her/her bid.  The Contractor shall be responsible for any of its Subcontractor’s compliance with said law.

The Town of Huntingdon hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Town of Huntingdon is an Equal Opportunity Employer.  Any contract that uses federal funds to pay for construction work is a “federally assisted construction contract” and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60.  We encourage all small and minority owned firms and women’s business enterprises to participate.    

The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed.  Contractor's must not appear on Sam.gov disbarment list.

In compliance with TCA 12-4-126(a) and (b) the ENGINEER will not issue addenda less than forty-eight (48) hours before the bid opening date and time; further, any questions concerning the bid documents shall be received by the ENGINEER before ninety-six (96) hours prior to the bid opening date and time.

The successful bidder is required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price.

The Owner reserves the right to reject any all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary.  

No bidder may withdraw his bid for 60 days, while the Owner considers the bids.  Mutually agreed upon time extensions may be made if necessary.
