Developer planning “Small Town” on Humphrey Road

EXPLAINING – Al Jackson of Seatle, Washington explains the “small town” development he is planning for 650 Humphrey Road at the Lake Planning Commission meeting July 26. The new zoning will have to also be approved by the County Legislative Body and should be on the Sept. 13 agenda.

A Seatle, Washington developer brought his plans to the Carroll County Lake Planning Commission meeting July 26 with notions of building a “small city” on property at 650 Humphrey Road.

Al Jackson, accompanied by two Premier Realty agents, Jesse Bradley and Jeff Roney, is proposing to build various facets of a small town on 210.64 acres of property.

The present owners of the property are Robert and April McNabb  

 and Louis McNabb of Shelbyville, Indiana. In 2011, the McNabbs purchased the land from Don Bush.

The property is located on the opposite side of U.S. Highway 70 from the Carroll County 1,000 Acre Recreational Lake.

According to the plans, the acreage is divided into seven parcels, which range in size form 9.87 acres to 82.50 acres.

The property would have to be properly platted with submission of a preliminary plat, construction drawings and a final plat.

On a 17.38 acre plot would be a 120 bed luxury community substance abuse rehabilitation center. The patients would come directly from the hospital and be transported to the facility with no interaction with the community, according to Roney.

On a 10.67 acre plot a private/public airport is planned for small aircraft.

A RV park on 10.62 acres of land is being proposed near Highway 70.

A retail space and entertainment venue is being planned on a 9.87 acre plot. The entertainment would feature country and western music with retail stores such as jeep rentals, camping and beach gear stores. 

On 33.94 acres of land, a restaurant is planned.

An entertainment venue/bar is also slated for 15.94 acres of the land.

During the meeting three revisions to zoning districts passed, and will eliminate a number of restrictions that would have disallowed some of the development.

These three zoning changes will also have to pass in the County Legislative Body meeting before it become official.

County Mayor Joseph Butler said Friday that due to timing, this will have to wait until the September 12 meeting before being acted upon at the County Legislative Body meeting. Resolutions for zoning text amendments and map adjustments have to be published publicly for 15 days, and with the timing of the Planning Commission/BZA’s changes, there was not enough time to publish for consideration at the August 8 meeting. Jackson said he would develop the property all at one time and not in phases.

The revisions made to the zoning districts include:

Revisions to L-2 (Lake Low-Medium Density Residential) district provisions. A proposed zoning text amendment would expand the permitted uses by allowing all types of retail uses (except adult-oriented businesses and junk/salvage yards). 

The creation of provisions for a proposed L-1A (Lake Low Density Residential) zoning district. A new district would be created, comprised of only properties located within the watershed area, but not fronting on the lake. Uses allowed in this district would be the same as what is allowable in the revised L-2 district except assembly uses would not be allowed. Erosion control plans would be required.

Creation of provisions for a proposed L-3 (Lake Agricultural-Residential) zoning district. A zoning district would be created which would basically allow for all types of uses except for adult oriented businesses and salvage yardsMobile home parks, mobile homes on individual lots, and travel trailers in individual lots would not be prohibited in L-3 districts.
