There are only four resolutions on the agenda for the 7 p.m. Carroll County Legislative Body meeting, but there is one that will probably draw discussion among the commissioners. The meeting is to be held at the Carroll County Civic Center.
If passed that resolution will authorize an allocation of future growth revenue tax in the Carroll County 1,000 Acre Recreational Lake area to the Carroll County Watershed Authority for payment on indebtedness incurred in construction and development of the lake.
The resolution directs Carroll County Trustee Paula Bolen to pay the Carroll County Watershed Authority future growth revenues, not to exceed $50,000 annually.
The commissioners passed a resolution on July 1, 2008 that set no monetary cap of future growth revenue to the Watershed Authority, nor did it set an end date to such payments.
However, the resolution to be voted on Monday night sets the monetary cap of $50,000 annually in growth revenue to Watershed Authority which is to end at the conclusion of ten years (April 2031) or at the time the indebtedness is retired, whichever occurs first.
According to county administrative secretary Stacey McCaleb, $255,591.66 has been paid through ending fiscal year June 30, 2020.
A $10 wheel tax on all car licenses sold in Carroll County also go to the Carroll County Watershed Authority. Huntingdon residents Cyril and Jan Ostiguy have ask commissioners to pass a resolution to discontinue the fee. However, commissioners have been reluctant to do so, fearing a lawsuit since citizens passed it in a referendum.
Other business on the agenda includes:
• A resolution to appoint Willie Huffman to the Carroll County Industrial Development Board with the term ending April 2025.
• A resolution to appoint Lana Suite to the Carroll County Industrial Development Board with the term ending April 2025.
• A resolution to appoint Linda Meek to the Carroll County Agricultural Extension Board with the term ending Jan. 2024.
• Notaries will be elected.
• Monthly reports will be approved.
• Carroll County Carl Perkins Center director Tee-Jay Gladwell will thank commissioners for their support over the years. April is Child Abuse Prevention Month. The amount of $25,000 is generally allocated in the budget each year for the center.
